proper usage of RST bullets

Some parts in the doc use sublists, e.g.

* test
* test
  * sublist
  * sublist

This is incorrect according to the RST spec. There must be a blank line for a sublist, i.e.

* test
* test

  * sublist
  * sublist

Should fix all of the occurences.
