cicd: replace build stage with package stage

Current build stage builds twice, where as for the purpose only one build is necessary. So one could be removed.

However, I think it is a good idea to instead add a package stage, or perhaps put it in the deploy stage, where the library/application is packaged into e.g. appimage format. Needs further discussion.
