cicd: update review deploy for recent changes

These are mainly path changes due to migration from the old server to r4e/talos. Without these changes made, review deploys will fail.

While doing this also correct the rsync filter rules, it should be -P * instead of -,p *.

2020-01-17: I believe it should just be P *. See comment.
